How we will reconstruct Boko Haram-damaged north-eastern Nigeria – Buhari

President Muhammadu Buhari on
Wednesday inaugurated the
Presidential Committee on the
North East Initiative, PCNI, under
the chairmanship of Theophilus
Danjuma, a retired general.
At a brief event at the
Presidential Villa in Abuja, Mr.
Buhari said the committee,
which is to coordinate the
reconstruction of the Boko
Haram-damaged north-east, will
exist for three years.

Today marks an important
milestone in our desire and
determination to restore
normalcy and stability to the
North Eastern part of our
country.
The devastation to human lives
and livelihoods by the insurgency
in the North East is severe, with
more than an estimated 20,000
persons killed, an estimated 2.4
million persons displaced and
billions of naira worth of
personal and public assets
destroyed.
Many humanitarian intervention
efforts, national and
international, have worked over
time to assist in coping with the
task of bringing succour to the
IDPs in and outside the region,
with most of these efforts aimed
at providing short-term
emergency assistance and relief
to the victims of the violence and
displacement. However, there
remains a need for better
coordination of these efforts
particularly the humanitarian
resettlement and reconstruction
of the region.
Fortunately, the worst of the
insurgency is behind us. This we
owe principally to the valiant
efforts of our military whose
gallant efforts have significantly
degraded the insurgency. With
these successes, many displaced
persons are willing and ready to
return home to pick up their
lives and move forward.
However and sadly so, many
have nothing to return to. They
have lost everything to the
insurgency. In addition, social
and public services are also
absent due to the massive
destruction of public and private
infrastructure. Government is committed to
providing effective coordination and guidance
towards addressing the humanitarian crisis
the resettlement and reconstruction of the
North East region.
To this end, I have established the
Presidential committee on the North East
Initiative (PCNI), under the Chairmanship of
General T.Y. Danjuma (Rtd), GCON, a man of
proven integrity, outstanding patriotism and
dedication.
He will lead this Committee comprising
members who have been carefully chosen
from a wide spectrum of stakeholders. The
Committee will be the apex coordinating body
for all interventions in the region including
those by the public, private, national and
international
development partners. The Committee is
domiciled in the Presidency and is charged
with responsibility for developing the strategy
and implementation framework for rebuilding
the North East region.
The PCNI would not exist in perpetuity or
isolation. Rather, it will exist for a period of 3
years, where after it is envisaged that a long-
term regional development framework or
entity may be established.
Meanwhile, PCNI will be funded through
Federal, State and Local Government
appropriation, as well as funds from the
private sector and international development
partners.
Finally, while having great trust and
confidence in the team of General TY
Danjuma, I urge them to approach their task
with dedication, commitment, accountability
and transparency. The Committee should take
a quick look at the conditions of the IDPs and
take urgent remedial measures to alleviate
these conditions. I also call on all stakeholders
to give the PCNI their maximum support to
enable it to deliver on its mandate.
It is now my pleasure to formally inaugurate
the Presidential Committee on the North East
Initiative.

Abuja—The National Secretary of the Senator Ali Modu Sheriff faction of the
Peoples Democratic Party(PDP), Professor Wale Oladipo, yesterday, insisted that
Mr Jimoh Ibrahim remains the party’s candidate for the Ondo State governorship
election.
Addressing newsmen in Abuja yesterday, Professor Oladipo said Ibrahim emerged
as the party’s candidate in a duly conducted primaries.
According to him, the Independent National Electoral Commission as an umpire
should be neutral and abide by the ruling of an Abuja High Court which said that
only the candidate from Sheriff faction of the party should be recognised.
He
said
Ondo State was very important to the party and it would do everything possible to
keep it.
“We are determined to keep Ondo State. The NWC decided that for us to win that
election, we need to give full backing to our candidate, Jimoh Ibrahim” he said.
But the position of the secretary was in sharp contrast to the position of Sheriff
who said that he would abide by any decision arrived at by INEC on the candidate
for the election.
A statement by his Special Adviser on Media, Inuwa Bwala, said he will abide by the
decision of INEC on the party’s candidate in the Ondo State governorship election.
Ibrahim and Mr Eyitayo Jegede, who emerged as candidate in a primary election
organised by the National Caretaker Committee led by Senator Ahmed Makarfi are
laying claim to the PDP governorship ticket in the November 26 governorship
election.
Oladipo said his group was not asking for any favour from INEC for Ibrahim in the
governorship election, noting that all it was imploring the electoral body to do is to
obey the order a Federal High Court in Abuja, which stated that the business man
is the authentic candidate of the PDP in Ondo State. He said, “we know of no
other candidate but Barrister Jimoh Ibrahim. A court of competent jurisdiction has
said it, it has reiterated its position in another order which INEC itself has
acknowledged receipt of. So, we are waiting to see the magic the electoral umpire
is planning to perform.
“If they do otherwise, we will pursue the matter and ensure that the INEC staff
involved is jailed for contempt of court” .
Speaking on the PDP crisis, Oladipo said both Sheriff and Makarfi are committed
to resolving the leadership crisis in the party, but stated that the reconciliation
must be done in accordance with the law.
“While we are preaching reconciliation, we will not allow anybody to trample on the
constitution of the country. Jimoh Ibrahim’s candidature can not be sacrificed on
the altar of reconciliation”, the PDP leader said.

In a desperate cover-up of its
handling of the 83 missing
soldiers after a Boko Haram
attack, two senior officers of the
Nigerian Army have given
uncoordinated statements on the
attack.
While the man who officially
speaks for the Nigerian Army
claimed the army could not
release true figures of the
missing soldiers, a major general
several hundred kilometres away
said only “39” soldiers are
missing.
PREMIUM TIMES had reported
how 83 Nigerian soldiers,
including a commanding officer,
went missing after a major attack
by insurgents.
Several of the soldiers, who fled
their station due to the superior
firepower of the terrorists, were
later feared dead from drowning
in the River Yobe.
On Wednesday, at two different
interactions with the media,
Army spokesman Sani Usman,
and Lucky Irabor, the Theatre
Commander of Operation Lafiya
Dole in the north-east, issued the
different statements to reporters
about the number of missing
troops.
While Mr. Usman, a colonel, told
an online news platform, Pulse
Nigeria, that the Army won’t
disclose the number of missing
soldiers, Mr. Irabor told reporters
in Maiduguri that 39 soldiers
were missing.
In his interview, Mr. Usman told
Pulse Nigeria that the Army
issued a statement after the
attack, but did not give the
number of missing troops.
“We issued a statement of what
happened. We did not mention
the number of soldiers that were

missing.
“Eventually, we went to the theatre of war.
But they didn’t bother to ask us that we
should tell them the number of soldiers that
were missing,” Mr. Usman said.
Despite being pressed about the specific
number of those missing, Mr. Usman
remained elusive. Apart from deflecting
questions, Mr. Usman also charged this
newspaper to justify the missing persons —
completely absorbing the Army of the
responsibility to give names and figures of the
missing uniformed men.
“Yeah, but the figures Premium Times reeled
out are outrageous and not correct. I tried to
make them understand that look, all you have
to do is ask for information, not speculate, not
say that everybody is a criminal because that
is the way it looks like,” Mr. Usman said. “I
declined to comment on the number Premium
Times gave so that wherever they got that
information, they should go and justify it.”
On his part, Mr. Irabor was quoted by the
New Agency of Nigeria as saying that the
Army declared 39 soldiers missing.
“It is true that about 39 soldiers were declared
missing,” the major general said even though
his statement was the first official one
mentioning a figure for the missing officials.
Mr. Irabor added that some of the soldiers
have returned, but declined to provide
figures, NAN reported.
”I want to inform you that a sizeable number
of our soldiers had returned to base,” Mr.
Irabor said. “I think it is only a handful that
have not been found.”
Mr. Usman had in a different interview
maintained that the Army will not release the
number of missing soldiers to avoid
complicating rescue efforts.
Notwithstanding, PREMIUM TIMES stands by
its reports that 83 soldiers were feared
missing in the attack, which also left some
soldiers dead.
As with the missing, the Army had been
silent on the number of dead soldiers from
the attack.
On Wednesday morning, this newspaper
reported that the Army had launched a probe
into the Gashigar attack. A colonel who was
amongst those missing had since been
replaced by a captain.
The army’s refusal to come clean on the fate
of the soldiers appears part of efforts to
manipulate information to the public on the
happenings in the north-east.
In December 2015, the Minister of Information
and Culture, Lai Mohammed, asked the media
to consider “national interests” when
reporting Boko Haram attacks, a euphemism
used by many governments to seek
suppression of unfavourable stories.
“Acting in the national interest means not
playing up reports of cowardly Boko Haram
attacks on soft targets,” Mr. Mohammed said
during a press briefing on Christmas Eve.
Also, following our exclusive report last
Saturday about how soldiers were enduring
months of unpaid salaries and their
allowances also being held by their superiors,
the Army hurriedly began paying them that
same weekend.
Several troops confirmed the development to
PREMIUM TIMES.
Presently, family members of soldiers
stationed at Gashigar are getting increasingly
agitated because they haven’t been able to
contact their loved ones.
PREMIUM TIMES learnt that telecom signals in
the area have been put off, making it difficult
for family members to confirm whether their

loved ones were amongst those missing.

Osaze To Return To Super Eagles For 2018 World Cup Before His Retirement - Rotherham



Rotherham United head coach Kenny Jackett who revealed on Monday that Nigeria star Osaze Odemwingie has been signed by the club on a short term deal has said that the former West Brom and Stoke city attacker plans to participate with the Super Eagles in Russia 2018 before retiring from the game on a high.
Odemwingie's last outing for the Super Eagles was at the 2014 FIFA World Cup in Brazil and Jackett, who took charge of Rotherham for the first time last weekend, insists Odemwingie wants to add to his 63 caps for Nigeria. “He has been close to one or two moves, but he has signed here and his aim is to work through to the World Cup in 2018, and finish his career off at the highest level he possibly can,” Jackett told Rotherham’s official website on Wednesday. “He is looking to get playing and I am pleased that he can join us straight away,” Jackett said. “He is up for the fight, he is up for the challenge in terms of where we are in the league and I am looking forward to working with him. I think he will be fine for Saturday, he has been training hard and we are really pleased with what we have seen.”
